While human resource management (HRM) research has produced influential frameworks linking practices to performance outcomes, it often overlooks how these abstract models gain authority, traction, and meaning inside actual organizations. This paper conceptualizes this disconnect as a fundamental gap between theory-as-design (the formal architecture of HR policies) and theory-in-use (how practices are enacted and negotiated in daily life). To bridge this divide, the authors introduce ethnographic theorizing as a disciplined methodology to study the real-world life cycle of HR frameworks. They identify four core ethnographic mechanisms that enable deep discovery: sustained immersion, temporal depth, embodied co-presence, and relational obligation. Furthermore, the paper outlines three recursive analytic moves—Complement, Complicate, and Reframe—through which situated empirical observations can expand, qualify, or restructure established organizational theories. The authors demonstrate the utility of this approach through comparative ethnographic studies of HR analytics adoption across two distinct organizations, revealing how continuous legitimacy work, professional identity negotiation, and subjective meaning-making govern the actualization of data-driven HRM. For HR leaders, the findings highlight that no HR framework delivers value purely by executive decree or technical precision. True operational efficacy requires practitioners to move beyond blueprint design, immerse themselves in daily workplace realities, and continually diagnose the boundary conditions that determine how policies are received, adapted, and sustained on the ground.
